The Immigration Security Clearance (ISC) System establishes a secure, documented pathway for foreign workers entering Malaysia. By verifying identity before deployment, it protects workers under legal migrant status and helps ensure fair, lawful working conditions.
Implementation of the ISC System for all foreign workers, including those from Myanmar, began on 15 May 2017. ISC is a biometric data-collection system that captures data on behalf of the Immigration Department of Malaysia and uploads it to the Department’s central database.
Malaysia’s Ministry of Home Affairs appointed a Malaysian company as system provider on behalf of the Immigration Department. Diamond Palace has operated the ISC system at the One-Stop-Centre (OSC) in Yangon since 1 June 2017 as local partner.
Every worker candidate from Myanmar must complete ISC before a calling visa can be issued. Under this programme, Myanmar workers are protected by Malaysian labour and immigration law and hold recognised legal migrant status, ensuring they are treated with dignity throughout their employment.

Worker Training & Orientation
